Sir,
With regard to the question of the Chinese
Telegraph Office in Hongkong, I have the honour to
inform Your Excellency that I called personally
to-day on Mr. Li Min-yin (
) and on the
Commissioner for Foreign Affairs and explained to
them at considerable length the position and wishes
of the Hongkong Government as set out in your
despatch No. 64 of the 26th instant.
Mr. Li said that Marshal Li Chai-sum was
expected back in Canton in ten days time. He was
still, however, in Nanking and the exact date of
his departure was not yet known. Both r. Li and
Mr. Chu stated that the Canton authorities were
unable to make a definite appointment to the
telegraph office until the Marshal's return and
asked that you would wait for a little longer
and not take the step of closing the office, which
would cause resentment and be misunderstood locally.
As regards the Chinese title of the Commercial
agent who was to be in charge, Mr. Li thought that
your version would be acceptable "pending the uni-
fication of China" when the old title could be
revived, and he promised to advise the Political
Council accordingly.
